Lab Introduction

The Ocean Governance and Maritime Safety Lab (OGMSL) is affiliated with the Institute of Ocean Technology and Marine Affairs at National Cheng Kung University, directed by Associate Professor Yi-Che Shih. Our core vision is to address the complexity of current global ocean governance by deeply integrating "scientific data" and "policy management" to provide forward-looking solutions for sustainable ocean development in Taiwan and the Asia-Pacific region.

Research Focus

Our research directions focus on the following four core areas, aiming to resolve the complex conflicts between marine resource utilization, environmental protection, and national security through interdisciplinary methodologies:

1. Marine Ecological Security Assessment & OECM Conservation Strategies

This area applies the "Driving forces-Pressures-State-Impacts-Responses" (DPSIR) framework to systematically assess the health and security of Taiwan's marine ecosystems.

  • Core Technology: Establishing biodiversity observation and monitoring mechanisms to quantify anthropogenic pressures on ecological environments.
  • Emerging Topics: Exploring the policy implementation of Other Effective area-based Conservation Measures (OECMs) from a Social-Ecological Systems (SES) perspective to strengthen marine resource governance.
2. Marine Spatial Planning & Renewable Energy Policy Integration

Addressing spatial conflicts under energy transition, the lab explores the integration of offshore wind energy with Marine Spatial Planning (MSP).

  • Policy Linkage: Conducting NSTC-funded research on renewable energy policy alignment with the National Spatial Planning system, seeking legal and institutional balance in spatial use.
  • Conflict Management: Providing scientific management guidelines for emerging energy development through multi-objective conflict analysis (e.g., Penghu case) and Environmental Impact Assessment (EIA) mechanisms.
3. Maritime Security Enforcement & Geopolitical Strategy

Responding to cross-strait and Indo-Pacific regional dynamics, the lab focuses on maritime law enforcement effectiveness and ocean governance strategies under geopolitics.

  • Security Issues: Conducting in-depth analysis of China's gray zone operations in the East China Sea, Taiwan Strait, and South China Sea and their impacts on fisheries and maritime security.
  • Enforcement Innovation: Exploring the use of marine science and technology to assist maritime law enforcement, including combating illegal sand pumping, countering IUU fishing, and promoting maritime cooperation and strategic hedging.
4. Blue Economy Practices & Technology-Driven Governance

This area combines technology applications with local revitalization to implement sustainable ocean development goals.

  • Governance Practice: Researching blue economy and marine local revitalization based on "local DNA," connecting local and central governments for regional development.
  • Decision Support: Applying GIS and spatial analysis tools to environmental monitoring data integration, providing scientific decision-making support for maritime use zoning and climate change (e.g., Arctic shipping routes) impact assessment.
